Film noir is characterized by very dark (literally) scenes and the characters’ faces starkly lit against it (key lighting). It only works well in B&W.

A lot of atmospherics are used on the outdoor shots, like fog or rain. Inside, the scenes are always dark, with heavy shadows. The male characters in film noir usually wear hats indoors all the time for some reason.
