I’m trying to make an animated movie, and I’m trying to have a good quality to high quality. I have Windows Movie Maker but it gives kind of poor quality when I publish the movie. Are there any free software I can download to make a movie that will give me high quality picture?

Try DVD Slideshow Builder that I am using. A few clicks to make high quality movies:
1. Import videos, photos and background music
2. Change transition and motion effects if required
3. Add lyric/subtitle easily if you want to add words on video
4. Directly burn onto DVD disc or save as video
