What is the best FREE video editing software out there?

Question by : What is the best FREE video editing software out there?
i don’t mean which one is easiest to use or is the best for actually MAKING movies but i mean which is best at editing video clips and adding effects to them? and does it have a sufficient amount of good effects that i can use that actually make it look cool and not tacky??
