mac is the best but the computer alone is out of your budget

A dell, e-machine or acer with a firewire port. You can get these for under $ 500 at Wal-Mart they come with the software (movie maker) and a Sony HC28 or JVC Mini DV camcorder for $ 200-$ 280 and a firewire cable.

A tripod for $ 30
