Do you mean make a DVD menu? Unfortunately you can’t do that on Windows Movie Maker. It is possible though but only if you have Windows Vista. Just make your movie on Windows Movie Maker and once finished go to file, publish. Once there select the DVD choice and click next. Go on with the steps and just go from there. It’ll take you to a new program where you can make a menu and burn that menu and your movie onto a DVD. The only down side is that you can’t choose what points it takes you to in the movie, the program chooses it for you.
I know that was confusing but try to read this over slowly and it’ll seem easy once you are finished.
