Q&A: is there any software that extract some parts of video and then play them together in a new video?

Question by Neil: is there any software that extract some parts of video and then play them together in a new video?
for example-if we have movie in pc we want to extract only selected songs and then make all songs in one video and play only songs or any other things.so is there any software that can do this.even if there are more than one software just say to me and please also suggest how to use it.
