Put your Type in red on a layer on top of a black backgound
Make thin white stripes on a layer above the Type layer
Make a thin black line on a new layer above the stripes running through the center of the Type character(s)
Make small colored “dots” on a layer on top of the black line, and use Gaussian Blur to fuzz them out
Make small white dots on a layer on top of the colored “fuzz” dots.
You’re done.
