Q&A: Are there any movie editing tools which allow clip durations of as little as 50ms?

Question by Shona: Are there any movie editing tools which allow clip durations of as little as 50ms?
I’m constructing a movie which requires sound and image files. Tried using Windows Movie Maker, but it will not let me reduce the duration of the images and sounds enough. I think the lowest it goes is 280ms. I need to be able to flash images at 50ms, maybe even less as part of an experiment. Can anyone recommend either how to use movie maker to finely tune durations below 50ms, or recommend any animation/movie making programs (preferably freeware) that let you fine tune durations. Thanks 🙂
