iMovie for Macs is an amazing standard movie maker, and the more professional Final Cut Studio is incredible (although expensive). For PCs, however, many of the cheaper programs are weak, and the higher-end ones can be very pricey.
If you want to do this often, I recommend investing in a Mac, as they are amazing computers that have many high-level programs. iMovie comes with Macs and is very useful.
