For instance, can a person make anime movies like the Japanese? Or is there some technology that they need?

Well first you would need to be able to draw, direct, make a script( be a good writer), have voice actors, and have some good software to put everything together. It seems to me that it’ll take some work and money. If it was really easy, everyone would be capitalizing in animation.
