I am making a movie based on Grand Theft Auto San Andreas. How do I ask them for premission? I am only 13, I cannot afford to pay 200 dallors yet. So please just tell me how to contact them….

I would recommend posting what you have to say in their forum, so that way you get other members feed back… and maybe just maybe a dev will read it.
