How can books and movies make stories about living people without their permission?

Question by Oh: How can books and movies make stories about living people without their permission?
I’m always curious how authors get away with writing historical fiction books about people who are still alive, or fictionalized movies that are about living people (or reference living people). Why can’t those people sue?
