Free Flash Movie-Making Programs?

Question by Tyler W: Free Flash Movie-Making Programs?
I love making movies, I love it so much. But I have to make them with just a bunch of pictures put together. Its time to move up. I want to make flash films to make the movie run smoother and easier, in higher quality. However, it costs so much! I dont want to spend $ 50 YET. Any ideas for getting a free flash program?
