Who decides if a movie gets made? As in, Who are all of the people that have a say in whether or not an idea for a film is good enough? In the event that the idea gets a green light,where does the money to cover the production/associated costs come from? If an individual believes they have a good idea for a film who would they have to impress to get it considered? What percentage or ballpark figure of the proceeds of the film or what lump sum figure could the individual that had the idea expect to see as a result? Thank you in advance for your replies.

Ok, first off, if it’s a film in want of many SFX, eg superhero, western, period, then the budget will come from a distributor most of the time. If it’s a small, indie film, a film council or indie studios finance it, or even yourself if it’s small.
If the film is released in cinemas, up to 50% of the revenue generated goes back to the studio that financed it, 30% to producers or even a big star who was in it (like your Cruises or Ferrells), and this includes you! The other 20% from the initial ticket sales go to the cinema, that’s why their food is so pricey.
