DVD Writing problemo?

My computer has a drive that says DVD/CD-RW.
I am assuming that means the drives (reads) dvd disc but can’t write blank DVD discs.
I know that my drive will read and write CDs.
Am I right about the reason I can’t write discs from my computer?
If I am, I would like someone to direct me to where I can get the drivers for installing DVD recording software.
I have Roxio Creator 9, so a program that allows me to make home movies isn’t necessary. I need my drive to recognize blank discs.
