best animation software ?

Question by fourth generation: best animation software ?
i want to create some short cartoon clips as we see in cartoon network or in kids channel and share that with frnds.
is this possible to create mini cartoon film using my window xp and some related software?
or this need a organize approach(team work) or professional help to make it?

suggestions and tips are welcome

how much time it require to make a short 1 or 1/2 hour cartoon movie?

Adobe Flash is an easy to use and easy to make animation software . You can do it yoursel , as the time it will require depends on the complexity of the animation… you can make a stickman animation in like 3 min
