What the heck was that one movie called?

OK, prepare for vague details.

I’ve been trying to find this movie that I haven’t watched since I was a little tike. Here are some details I do remember.

A boy and his mother (or grandmother) go to this very nice hotel. There he sees a suspicious dark haired woman (and I remember the scene where they were passing each other with a circular table between them with a large plant or something on top, and they kept their stare at one another as they passed by)

Somehow that woman takes the boy and makes him swallow this liquid from a small black vial and the boy becomes a mouse. Whisking away around the hotel, avoiding being stepped on. I remember he met another mouse that used to be a boy (not sure on the last bit but stay with me) and I.. I want to say his name was Bruno or something?

(Oh, before he is turned to a mouse, there was another part I remember where some woman pushed this baby carriage down a hill towards a cliff with a sea below and the boy ran to save the child.)

Anyways later in the movie, there is a huge dinner party in the dining hall. The boy and his friend, “Bruno” (again, not sure), dump this mouse potion into a vat of soup. The woman taking care of the soup wasn’t paying attention to the soup at the time and carelessly continues to stir the soup, mixing the concoction.

The soup is finally served and eaten. Everyone turns into rats/mice. One thing leads to another and the suspicious woman I mentioned earlier is turned into something grotesque, I think..

But after that mess is done with, the boy, whom is still under the mouse spell, returns home with his grandmother (or mother) and is kept in a hamster pen. That night one of the ladies that was associated with the suspicious woman is suddenly in the boy’s yard. She casts a spell to remove the boy from his mouse-like state and waves good-bye to the boy.

I think it was made in the early to mid 90s.
