Well, the ‘best’ program for video/movie making is without a doubt Final Cut Pro. Its an incredibly expensive program and requires a higher end computer to run on. It will allow you to do just about whatever you want.
If you are looking for a low cost or free program then this isn’t it, but never-the-less, its the best out there.
