i have comcast high speed internet, and i understand that my graphics card isnt great… but is there something i can do to make streaming videos and movies look better and smoother!?

Nope, the only thing you can try, is to see if the site you are viewing it on has an option for a higher quality video.
Most streaming videos are low quality to try to accommodate to nearly all internet users, so they can watch them. Some sites you can choose 3 or 4 different levels of quality. Basically the quality is what they upload, you can not control it.
