i want to create a website from which users can download musics and movies legally. how can i make it legal? what do i need to do for that?

You’d need to contact the copyright owner, or his agent, for each item you want to make available, and get his written permission.
For “most” signed recording musical artists the agency in question is the RIAA – The “Recording Industry Association of America”. Movie copyrights are handled by their studio legal departments.
For unsigned “indy” bands, you probably have to deal with each band individually.
