I just used a VHS-DVD burner to xfer tape to DVD. Can I import this to edit and make a custom video?

Sure. Download and install HandBrake
http://handbrake.fr/
and rip the video from the DVD.

There are lot of other DVD rippers out there, too.

MovieMaker likes WMV format video files.

Warning: The VOB files on DVDs contain VERY compressed digital video data. Video quality will most likely be very poor.
