FLASH 8 – Swf speed?

I need Flash Basics, on what makes an SWF run Smooth and FAst. like

1. number of total grapix in the library
2. number of total tweens running in a scene
3. number of movie clips /( movie clips in movie clips in movie clips)/
4..Effects
5. bitmaps, PNG,

i made a sprite with limbs and parts croped from a picture, in PNG format. when the project is completed the FLA is 50+ Megs and the SWF is 9 Megs, but plays SMOOTHLY,

NOW i have re draWN – traced – the WHOLE thing in FLASH, using, MASKs, Blurs, and shadows, the FLA is only 2 megs and the SWF is ONLY 135 KB, now However plays MUCH slower that i would Prefer.
1. both versions runs on 30 frames per-second

simply increasing the speed on version 2 makes the swf, choppy, it jumps frames.
2. smoothing does Very little in optimization, also i already smoothen most of the lines when they are made, 30% reduction etc. but the Sprite is anime so the lines are very important for detail, especially in the face. there is alooot of lines from the tracing though.

Change the frame rate (number of frames played per second) in the flash animation the recreate the swf – i think its the documents menu then settings
