Hello, I am in the process of making a comic and hope to soon make it a movie/short film. It is an animation/cartoonic comic, so how should I animate it besides drawing frames? Is there another way?

There are programs like Adobe Flash that make tweening easier. It depends, ultimately, on how you want your finished project to look.
You can use Adobe After Effects, or Anime Studio…
theoretically you could make a .gif, but…
for a movie or short film you might consider doing something like cutout animation…
you might google ‘animation methods’ and see what interests you. There are also books out about animation techniques you can thumb through at the library or bookstore…
